Depressing Dirge causes depression in the villains lowering their spirit. All spirit skills used by the villains receive a penalty to use and Spirit is lowered for the purpose of resisting Spirit based attacks. How much the skill/resistence is lowered depends on the amount of success. Minimal or Average success imposes a penalty of -1, Good or Superior -2, and Spectacular -3.
